Alister Coutts

Alister qualified as a Chartered Quantity Surveyor
in 1976 and he worked in Aberdeen, with Armour &
Partners and Anderson Morgan Associates, before
moving to Hong Kong to join the Government’s Public
Works Department.
He moved to the Hong Kong Mass Transit Railway
Corporation in 1981 as their Project Co-ordinator
and was responsible for the Project Management of
the Public Private Partnership (PPP) Agreements
which the Corporation used as the vehicle for the
commercial and residential developments that helped
fund the construction of the railway system.
Alister returned to the UK in 1989 and joined
Developments, Commercial & Industrial (Holdings)
Ltd. as their Project Management & Development
Director. The DCI Group developed and managed
commercial and residential property and also
operated as Facilities Management contractors.
He joined the NHS in 1993 when he was appointed by
Fife Health Board as their Director of Operations,
responsible for a wide range of functions including
capital project management, facilities management,
transportation and the procurement of supplies &
services.
He joined The Highland Council in 1998 as Director
of Property & Architectural Services and was
responsible for the management of 200 professional
and technical staff providing property and
construction-related services over an area of 10,000
square miles. He also served as the Council’s PPP
Projects Director and worked on a range of municipal
projects including schools, care homes, fire
stations, office accommodation and waste management
initiatives.
Alister joined Robinson Low Francis LLP as a Partner
& Head of Public Sector Services, in 2007, where he
utilised his experience to secure a variety of
public sector commissions. This led to the
establishment of his own practice in 2011 to provide
a range of construction and management consultancy
services.
Alister went to Robert Gordon’s College in Aberdeen
and then studied for a Diploma in Quantity Surveying
at Dundee College of Technology (now the University
of Abertay Dundee). He continued his studies by
obtaining a Bachelor of Arts (Honours) Degree in
Economics & Sociology from the Open University.
Whilst in Hong Kong, Alister undertook post-graduate
research into the Modelling of Construction Cash
Flow and obtained a Master of Science Degree from
Edinburgh’s Heriot-Watt University. He also studied
for an MBA with the University of Hong Kong and
graduated with Distinction. Upon returning to
Scotland Alister undertook research into Change
Control &
Configuration Management Systems and obtained a
Doctor of Philosophy Degree from Heriot-Watt
University.
