The
Provision of Interim Management Services to
Public and Private Sector Clients
As the Council’s Director of Property &
Architectural Services, Dr Alister Coutts
directed a large, and highly complex,
decentralised property, design & maintenance
service operating from five regional offices
as well as the Council’s Inverness HQ. He
was also responsible for all Property &
Architectural Services as well as the
Council’s Public Private Partnership and
Joint Venture activities.
He was responsible for an Annual Capital
Budget of £50 million (300 contracts per
annum), 200 multi-disciplinary Professional
& Technical staff (25 Programme and Project
Managers, 30 Property Surveyors, 50
Architects & Architectural Technicians, 5
Building Services Engineers, 10 Quantity
Surveyors and 40 Clerks of Works dealing
with 220 current contracts plus specialist
PPP, AMP & Risk Management personnel.
He was also responsible for the Appointment
& Management of 80 External Consultants
(Project Managers, Architects, Planning
Supervisors, Structural Engineers, Services
Engineers & Quantity Surveyors) dealing with
130 contracts and for managing an Annual
Revenue Budget of £15 million.

As the Director of Operations, Dr Alister
Coutts directed a large, decentralised,
support service responsible for 6 hospitals
and 26 health centres and clinics. He
managed 650 staff and a Revenue Budget of
£13 million.
He was responsible for the Project
Management of all design, construction &
maintenance activities, Facilities
Management (including property management,
catering & cleaning services) the Management
of the Transport Service (including
acquisition & sale of vehicles) and the
Management of a Supplies & Procurement
Service with a turnover of £22 million.
